EVACUATING THE SHIP
At sea:
Emplement evacuation procedures as stated in Shipboard Contingency Plan (ISM Code)
In Port:
Evacuation to be carried out in liaison with Port Authorities, and in consultation with PFSO (ifapplicable).
BOMB THREATS AND RESPONSES
.1 ALL bomb warnings must be taken seriously.
.2 If a bomb threat is received by the ship, the master/SSO will need to decide urgently, on the best advice available, whether the warning appears to be real, or a hoax which can be ignored. Detailed information on any bomb warning, real or hoax, and the ship’s reaction to it, must be reported to the CSO and, if in or approaching a port, to the Port Facility Security Officer.
.3 The circumstances in which the warning has been received may help a decision to be reached as to its authenticity. If the warning comes via the police or local uthorities, they may be able to give an opinion.
.4 If the warning has been received by telephone at, for example, the Company's offices or the ship itself, the operator or recipient of the call may be able to give further information which can contribute to a sound decision: the caller's manner; accent and language used; whether made from a call box, through an operator or privately; background noise; precise wording; time of call.
.5 A decision on whether the warning appears to be a hoax or is real will determine whether searches should be made and who should be informed.
.6 Any search should be carried out as soon as possible, by personnel familiar with the area to be searched. Searchers need to be carefully briefed on what they are looking for. Particular attention should be paid to machinery compartments, sensitive areas etc.
Telephone Calls
.7 The person receiving the call is an essential source of information for the authorities to assess the validity of the threat.
.8 The person receiving the call should note the time of the call and, if possible, try to obtain the following information from the caller:
•when is the bomb going to explode?
•where is the bomb?
•what does it look like?
•what kind of bomb is it?
•what will cause it to explode?
•did you place the bomb?
•why?
•where are you calling from?
•what is your name?
•what is your address?
and make a note of the language used, and/or apparent accent, and whether the caller’s voice appeared to be:
•calm or excited/angry/stressed
•slow or quick
•male or female
•deep or high
•loud or soft
•slurred or clear
•controlled or crying
•speech impediment, e.g. lisp, nasal, squeaky
•giggling or serious.
In addition, the person receiving the call should try to note down the exact words of the caller and consider whether the voice was familiar (i.e. whom did it sound like?), and whether there was any background noise.
.9 The recipient of a bomb threat should always inform the master and the SSO and, if in port, the Port Facility Security Officer, other shore authorities (Harbour Master, Police, Fire Services etc). The CSO should also be informed.
.10 In the event that follow-up actions are deemed necessary, the master or SSO should:
•muster the crew
•prepare a search party and brief them about the bomb alert
•prepare fire fighting equipment (rig hoses etc) and implement any emergency damage routines
•obtain the stowage plan
•be aware of the ship’s stability condition.
ACTUAL OR ATTEMPTED THEFT OF SHIP’S EQUIPMENT OR CREW EFFECTS
Pre-determined alarm (on ship’s general alarm) to be raised immediately when presence of intruders noticed.
Public announcement to be made informing crew of location where intruders have been sighted
Crew responding to intruders should carry means to defend themselves, if required. However, no signs of aggression or weaponry are to be displayed.
If outnumbered, crew are not to approach intruders until reinforcements arrive.
Bridge to inform local port authority of the incident as soon as possible.
Ship staff intention should be to scare intruders into leaving, regardless of items involved in theft. At no stage should crew consider or attempt to capture one or more intruders and hold them prisoner.
